🏛️ NMPA Cosmetic Production License

Issuing Authority: National Medical Products Administration , People’s Republic of China

What it means: The NMPA Cosmetic Production License is the mandatory government authorization required for any facility to legally manufacture cosmetic products in China. It confirms that our facility has passed official inspection and meets China’s national standards for cosmetic production — covering facility conditions, equipment, personnel qualifications, quality management, and hygiene standards.

Why it matters for your brand: This license is the first thing any credible buyer or compliance auditor will ask for when evaluating a Chinese cosmetic manufacturer. Without a valid NMPA license, a factory cannot legally produce cosmetics in China. Our license number is available for independent verification on the NMPA official database at nmpa.gov.cn.

✅ ISO 22716 — Good Manufacturing Practice for Cosmetics

Issuing Authority: Accredited ISO certification body

What it means: ISO 22716 is the international standard for Good Manufacturing Practice (GMP) in cosmetic production. It defines requirements for production environments, raw material controls, in-process quality checks, finished product testing, batch documentation, personnel hygiene, and complaint handling.

Achieving ISO 22716 certification means our facility has been independently audited and confirmed to meet international GMP standards — not just Chinese domestic requirements.

🏭 GMPC — Good Manufacturing Practice for Cosmetics (China)

Issuing Authority: China Industrial Association of Cosmetics

What it means: GMPC is China’s own cosmetics-specific GMP standard, developed by the China Industrial Association of Cosmetics. It aligns closely with ISO 22716 and is recognized as the Chinese industry standard for cosmetic manufacturing quality.

🔍 SGS Factory Audit Certificate

Issuing Authority: SGS Group (world’s leading inspection, verification, testing and certification company)

What it means: SGS conducts independent third-party factory audits that assess manufacturing capability, quality management systems, social compliance, and production standards. An SGS audit certificate is recognized globally as an objective, impartial verification of factory conditions.

Why it matters for your brand: For buyers who cannot visit our factory in person, an SGS audit report provides independent verification from a globally trusted third party. It is commonly required by:

  • Large retail buyers and department stores
  • Corporate brand procurement teams
  • Import compliance programs in the US, EU, and Australia

🇺🇸 FDA Cosmetic Facility Registration

Issuing Authority: U.S. Food and Drug Administration

What it means: Under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA), cosmetic manufacturing facilities that manufacture or process cosmetic products for US distribution are required to register with the FDA. Our facility is registered and in compliance with current MoCRA requirements.

Why it matters for your brand: If you are selling cosmetics in the United States — through retail, DTC, or Amazon US — FDA facility registration of your manufacturer is now a regulatory requirement under MoCRA. Issuing Authority: Internal quality system + third-party safety assessors

What it means: While there is no single “EU export certificate” for cosmetics, selling into the EU requires a documented compliance package under EU Regulation 1223/2009. Our production documentation is structured to support full EU compliance, including:

What it means: Flavor Sources does not conduct animal testing on any cosmetic products or raw materials as part of our manufacturing process. Our cruelty-free declaration confirms:

  • Formulas developed without reliance on animal-derived testing data

Note: China’s domestic cosmetic regulations have specific requirements regarding animal testing for certain product categories. We advise brands on current regulatory status and formulate specifically for export channels where cruelty-free compliance is required.

How do I verify your NMPA license is genuine? Our NMPA Cosmetic Production License number can be independently verified on the official NMPA database at nmpa.gov.cn. Enter our license number in the search function to confirm current validity. We provide our license number upon request.

Do your certificates cover all product categories you manufacture? Our NMPA license and GMP certifications cover the full range of cosmetic products we manufacture — including serums, masks, creams, cleansers, toners, body care, hair care, and baby care. If you have a specific product category or formulation type, we can confirm coverage during your initial consultation.

Can you provide certificates in my language? Our certificates are issued in Chinese and English. Certified translation into other languages can be arranged upon request at additional cost.

Are your certificates current and up to date? Yes. We maintain active certification status across all credentials listed on this page. Certificates are renewed on schedule and we proactively manage renewal timelines to ensure no gaps in coverage. Current validity dates are shown on each certificate copy.

Do you have any organic or natural cosmetics certifications? We can produce formulas to organic and natural standards including COSMOS (ECOCERT), NATRUE, and NSF/ANSI 305 upon request. Organic certification of specific product formulas requires separate third-party certification of the formula and raw materials — contact us to discuss requirements for your specific product.
